The Top Tip

Above the fray

President Donald Trump said he will not put boots on the ground in Ukraine, but will provide air support.

  • The news: Trump reiterated U.S. participation in Ukrainian security guarantees if and when a peace deal is struck to end its war with Russia. But he ruled out sending troops in favor of air support, saying European nations would provide the personnel instead.

  • Quite predictable: Russia already appears to be stalling amid Trump's push for bilateral talks between President Vladimir Putin and Ukrainian President Volodymyr Zelensky. The president has said he wants the leaders to meet before he enters into trilateral talks.

  • Venue shopping: Switzerland said it will grant Putin immunity -- he is subject to an International Criminal Court war crimes warrant -- if he agrees to meet Zelensky there. The White House reportedly favors Hungary to host a trilateral summit. Putin has said he wants it in Moscow.
